Leader Bios

John Adams, Senior Staff Counsel, Oregon Judicial Department Oregon Tax Court

John Adams is the Senior Staff Counsel for the Oregon Tax Court, Magistrate Division. He works closely with the court's three magistrates on the court's rules, forms and procedures, and he assists them with their cases. Mr. Adams earned his bachelor's degree from Hamilton College in 2006 and Willamette University College of Law in May 2013. His practice has focused on civil law, beginning with civil enforcement actions at the Department of Consumer and Business Services, followed by six years with the Oregon Child Support
Program--first as a prosecutor, and later as a statewide liaison between the Oregon District Attorney Association and the Oregon Department of Justice. Immediately before joining the court, Mr. Adams was a Senior Assistant Legal Counsel handling state and federal litigation for Marion County.

Robert Manicke, Judge, Oregon Judicial Department Oregon Tax Court

As the Oregon Tax Court's only elected judge, Robert Manicke hears all appeals from the Magistrate Division and is the administrative head of the court. Before taking the bench January 1, 2018, Judge Manicke practiced tax law at Stoel Rives LLP in Portland for 22 years. His legal practice focused mainly on state and local tax, including controversies, transactions and legislative matters. From 2007 to 2017, he chaired the state bar tax section's Laws Committee, which joined with OSCPA representatives in serving as a liaison to the Oregon Department of Revenue. Originally from Centralia, Washington, he is a graduate of the University of Illinois College of Law (JD 1992) and Willamette University (BA 1984).
