John Blakeman is a Tax Specialist with the IRS Stakeholder Liaison Division in Portland, OR, and works to provide education and outreach to the tax practitioner community as well as industry. John began his career with the IRS in 2003 as an Internal Revenue Agent, working a wide variety of individual, corporate, and partnership tax return cases. John also worked many abusive tax avoidance transaction, employment tax, National Research Program, and Earned Income Tax Credit Due Diligence cases. John joined the Stakeholder Liaison team in 2008, and has a Bachelor of Science in Accounting from Portland State University.

Nellie Allen
Nellie received her undergraduate degree in English from the University of Hawaii, Manoa in 2008. She completed an enlistment with the United States Navy in 2013. After her enlistment she attended law school, graduating in 2015. She started her IRS career in 2016 as a Revenue Officer and joined the Office of Responsibility in May of 2024.

Steven Bell is an attorney at Dunn Carney, LLP, and he focuses his practice on the creation and administration of complex trusts to meet business succession planning, tax planning, and family needs, and in navigating the complexities of charitable gift planning for both individual donors and for tax-exempt entities. Steve helps clients navigate the complexities of trust and estate administration, seeking solutions to practical and tax planning considerations. Steve received his J.D. from the University of North Carolina, and his B.A. from Elon University.

Codi Trudell, Oregon Department of RevenueCodi Trudell
A proud lifelong Oregonian, Codi Trudell has over 20 years of public civil service working for Polk and Benton Counties and the State of Oregon.
In 2021, Trudell became Oregon's first Taxpayer Advocate in the Oregon Department of Revenue. As the Taxpayer Advocate, she works to be a voice and resource for Oregon's taxpayers.
A graduate of Oregon State University with a bachelor's degree in political science, Trudell applies her policy background to provide fair and equitable access to Oregonian's economic opportunities, programs and services.
Before joining the Department of Revenue, Trudell served as the manager of the Disadvantaged and Small Business program for the Oregon Department of Transportation.
From 2003 - 2016, she worked in Oregon election administration, including several years at the county level and three years as the deputy director of Voting Services for the Oregon Secretary of State. In that capacity, she designed and implemented the nation's first automatic voter registration system and oversaw Oregon's voting rights.

Jarom Gregory
Jarom "Jay" Gregory began his IRS career as a Revenue Agent with the SBSE Division of IRS in June 2005. In February 2007, Jay graduated FLETC and began working as a Special Agent for the Dallas Field Office, Tulsa, OK POD. During his time in Tulsa, Jay worked various tax and non-tax financial investigations, and OCDETF investigations. In August 2018, Jay joined the Seattle Field Office as a Supervisory Special Agent in Portland, OR. During his time as SSA, Jay's group investigated tax and OCDETF investigations, and he was assigned to oversee the Fraud Referral Program for the Field Office. In May 2021, Jay was hired as a Storefront Supervisory Special Agent with Special Investigative Techniques. There, he supervised the full-time Storefront Cover Agents and then the Storefront Undercover Agents. In April 2024, Jay became an Assistant Special Agent in Charge in the Seattle Field Office, with operations oversight occurring in Oregon, Hawaii, Guam and CNMI.
